A meta analysis of 16 clinical trials led to a conclusion that ginseng definitely reduces blood glucose in individuals with or without diabetes. 
Ginseng root fractions are proven to reduce post meal glucose levels up to 120 minutes after the meal.
8 week ginseng therapy administered to non insulin dependent diabetes patients reported decrease in blood glucose accompanied with loss of body weight.

Panax ginseng is well tolerated. If taken at high doses, it can cause sleeplessness and nervousness. 
Rare side effects seen are gastrointestinal upset, headaches, high blood pressure, insomnia, vaginal bleeding etc.
Ginseng should be avoided if one is taking :
